1. Board of Trustees

Board composition

  The Board comprises of:

 • The university board of trustees consists of at least 11 members and not more than 21 members chosen from top scientists, professors, specialists, experts and public figures and the president of the university is a member of this board.


 • The board members are appointed for three re-newable years.


 • EELU Board of Trustees will be headed by one of its elected members.


 • EELU Board of Trustees will choose one of its members to undertake the chairperson's duties on behalf of him/her in case of his/her absence.


 • The board's sessions are held at least twice a year also an extraordinary meeting will be called whenever it is needed, in all cases, the invitation of holding a session shall be done by the chairperson or the person elected to understudy on his/her behalf.


 • The board shall set an internal regulation for organising the board's works.

2. University Council


Board Composition

The University Council is formed of:


 • The President of the University (Chairperson)


 • Vice President for Academic Affairs.


 • Vice President for technology, research and development.


 • Deans of Faculties.


 • University General Trustee.


 • One of the University learning centre's managers alternately.


 • A Representative of the teaching staff from each faculty.


 • Representatives of administrative staff, students and alumni in addition to experienced members from outside the university. This membership is subject to a nomination of the University Council and an approval of the Board of Trustees, it lasts for two renewable years.



The University Council shall hold periodic meetings and it can also hold extraordinary meetings whenever required.



Board Authorities

The University Council shall delegate some of its authority to the President of the University or to any committee the Council forms.


The University Council shall develop an internal regulation to organize its works.


The University Council is authorized to:


 • Evaluate the University's performance in the light of its general policy, strategy and plans according to the annual reports which the President presents to the council.


 • Discuss the annual budget of the University, its final accounts and make recommendations thereon to the Board of Trustees.


 • Discuss and approve the administrative, financial, academic charters and other executive fundamentals.


 • Discuss the internal system's projects before presenting it to the Board of Trustees in order to approve them.


 • Suggest establishing new faculties, academic programs and new academic learning centres, then present them to the University Board of Trustees.


 • Strengthen the connections among the University Learning Centres and co-ordinate between them concerning their teaching methods, scientific research and examinations.


 • Agree upon the educational schemes of the academic programs and approve the educational materials and teaching methods.


 • Determine the semester's calendars including the semester's beginning and end dates, vacations and breaks off and returns according to circumstances.


 • Suggest the admission policy including admission requirements and the number of students and present them to the Board of Trustees.


 • Set the rules of scholarships for distinguished students or those who have exceptional circumstances, provided that the scholarship's ratio shall not exceed 10% of the number of the enrolled students.


 • Grant certificates and scientific degrees.


 • Form committees for the council.


 • Approve the student's behavior charter and necessary disciplinary procedures.


 • Approve the description of academic programs and the necessary conditions for granting academic degrees and certificates according to the corresponding charters.


 • Approve the transfer of credits for courses which students have taken in other universities.


 • Determine and grant awards and scholarships according to the corresponding charters.


 • Certify the collaboration agreements with other educational institutions.


 • Approve the quality assurance criteria and follow their applications in the educational fields, scientific research and community services.


 • Consider anything the Board of Trustees or the University President charges them with.

3. Human Resources Council

Board Composition and Authorities

 • The University Council forms the Human Resources Council headed by the President of the University and membership of the two Vice Presidents, Deans, University General trustee, Head of the Human Resources department (Council Trustee) and one of the learning centre managers alternatively.


 • The Human Resources Council performs the responsibilities and authorities defined in the internal regulations and systems issued herewith.


 • The council performs its authorities in organizing the appointment of the teaching staff, teaching staff development programs, administrative and technical staff development programs, community services and vocational development in accordance with the regulations and systems therein.

4. Academic Affairs and Accreditation Council

Board Composition and Authorities

 • The University Council forms the Academic Affairs and Accreditation Council headed by the University's Vice President for Academic Affairs and membership of the Deans, Quality Assurance and Accreditation Manager (Council Trustee) and one of the learning center managers alternatively.


 • The Academic Affairs and Accreditation Council performs the responsibilities and authorities defined in the internal regulations and systems issued herein.


 • The Council performs its authority in certifying the university courses and revising them, organises student affairs, puts in place the system of exams and formulates, quality assurance and accreditation policies.

5. Technology, Research and Planning Affairs Council

Board Composition and Authorities

 • The University Council forms the Technology, Research and Planning Affairs Council headed by the University Vice President for Technology, Research and Development including, the Membership of the Deans, Education Technology centre Manager (Council Trustee) and one of the Learning Centre Managers alternatively.


 • Technology, Research and Planning Affairs Council, performs the responsibilities and authorities defined in the internal regulations and systems issued herein.


The council performs its authority in organising the e- Learning programs, education technology, scientific research, communication and information technology libraries in accordance with the regulations and systems therein.

6. Faculty Council

Board Composition

The Faculty Council is formed of:


 • The Dean (Faculty Council Chairperson).

 • Two of the teaching staff assigned in the main campus of the University and are appointed by a resolution from the President of the University upon a nomination from the Dean.


 • A teaching staff member from each learning centre appointed by a resolution from the University President upon a nomination from the learning centre manager, his/her membership period in the faculty council is for a duration of one year.


The Faculty Dean has the right to invite a number of experts to share their opinions with the Faculty Council where necessary.


Board Authorities

The Faculty Council shall assume the following responsibilities:


 • Direct the educational, research and administrative affairs of the faculty.


 • Suggest the learning plans for the academic programs and related educational, audio and video materials.


 • Propose the educational content of the courses.


 • Suggest the teaching methodology for each course: Virtual lectures, research, practical exercises and e-Learning.


 • Suggest degree awards and academic certificates.


 • Suggest appointing and delegating the teaching staff.


 • Supervise teaching staff activities for producing and developing the educational materials in co-ordination with the Education Technology Centre Manager.


 • Set follow-up plans and supervise the lecture's activities in the Learning Centre's of the University in co-ordination with the Learning Center Manager.


 • Set training plans for the teaching staff in the University Learning Centres in co-ordination with the Learning Centre Manager.


 • Handle all the academic issues related to the teaching staff and instructors upon the recommendation of the Faculty Dean, concerning the teaching staff in the main campus and upon the recommendation of the Learning Centre manager, concerning the teaching staff in the Learning Centres.


 • Prepare the annual draft budget of the faculty and present it to the President of the University.


 • To study and give their opinions on issues transferred from the University Council.


 • Consider any issue the Faculty Dean presents to them.
